ANCFCC online services: certificate of ownership, file tracking

Ordering a certificate of ownership, getting an alert when something happens on your title, downloading a plan: some land procedures can now be done online. Here is what exists, according to the Agency's official website, and what still requires a visit in person or a professional.

Key points

  • The only official portal is that of the National Agency for Land Registration, Cadastre and Cartography: www.ancfcc.gov.ma.
  • The certificate of ownership (certificat de propriété) for titled land is ordered online, paid by card and downloaded; its authenticity is checked on the same website.
  • The « Mohafadati » service lets you be notified of formalities carried out on your land title.
  • Other services let you order a cadastral plan, consult land registration public notices and pay land registry fees.
  • Documents issued by the platform have the same legal value as their paper version (Decree No. 2-18-181 of 10 December 2018).
  • These services do not replace producing the originals at the land registry in certain cases, nor the notary, the adoul, the lawyer or the surveying engineer (ingénieur géomètre-topographe).

An official portal, a legal framework

The National Agency for Land Registration, Cadastre and Cartography (ANCFCC) brings together the land registry (conservation foncière, المحافظة العقارية), which keeps the titles, the cadastre, which keeps the plans, and cartography. Its online services can be accessed from the home page of its website, ancfcc.gov.ma.

These services are based on Decree No. 2-18-181 of 10 December 2018 on the electronic management of land registration operations, published in Official Bulletin No. 6754 of 21 February 2019 and amended by Decree No. 2-21-604 of 30 November 2021. Its Article 4 provides that formalities, payments, certificates, plans and other documents issued by the electronic platform have the same legal value as those drawn up on paper.

The decree also provides that the applicant is responsible for the accuracy of the data and documents they submit online (Article 9). An error in the title number or identity details may lead to the application being rejected.

The descriptions in this guide reflect what the pages of the ANCFCC website consulted in October 2026 state. Services change: if in doubt, the official page is authoritative.

The certificate of ownership online

The certificate of ownership (شهادة الملكية) shows the legal status of titled land on a given date: registered owners, real rights and encumbrances. It is the first document to request before buying, inheriting or lending against a property. The « E-Certificat » service on the ANCFCC website works as follows:

  1. Choose the « Particulier » (individual) or « Professionnel » (professional) profile and enter your identity details (national identity card (CIN), passport or residence card) and your address.
  2. For each title, specify the land registry concerned, the title number, its index and, where applicable, the special index, as well as the number of copies and the format (digital or paper).
  3. Confirm your phone number with the code received by SMS, then pay by bank card. The application is only processed after payment.
  4. Receive a tracking code by SMS, then track the application and download the certificate. Applications are processed during working hours.

Each certificate bears a reference and a code allowing anyone to check its authenticity on the « Vérification de l'authenticité des documents » (document authenticity verification) page. According to the ANCFCC, tracking and this verification remain available for three months from the date the document is signed. If someone hands you a certificate, check it yourself on the website rather than relying on a copy.

The online form concerns land titles. For land in the process of registration (registration application), the status is tracked in a different way (see below). The fee is displayed when ordering; we do not reproduce it here, as it may change.

« Mohafadati »: being notified of what is entered on your title

« Mohafadati » (محافظتي, « my land registry ») is a tracking service. According to the page dedicated to it on the ANCFCC website, it « offers the possibility of following all formalities carried out on your land title ». The service was launched in June 2017; the press presented it at the time as an alert service by SMS and email.

Registration is done through an online form: surname, first name, identity document, address, phone number (verified by SMS), email, then the list of titles to follow (land registry, number, index). Once validated, registration is confirmed by SMS; if it is not validated, the ANCFCC invites you to contact the land registry concerned.

The 2018 decree sets out the principle: persons recorded in the land registers may electronically follow the entries and filings made on the land titles or registration applications that concern them, provided they supply their mobile phone number and email address, and report any change (Articles 23 and 24).

For an owner who lives far from their property, particularly Moroccans living abroad, this is the most useful tool: a sale, a mortgage or a seizure entered on your title will not go unnoticed. When we consulted it, the registration page was flagged as under maintenance; try again later or contact the ANCFCC.

Registration applications, plans and land registration notices

Several other services appear on the ANCFCC home page:

  • Land registration notices (Publicité foncière): consultation, by land registry, of extracts of registration applications, corrective extracts, notices of completion of boundary marking and other notices whose time limits are running. This is the simplest way to check the publication status of a registration application (réquisition d'immatriculation) (see our land registration guide).
  • E-Plan cadastral: ordering and downloading a copy of the cadastral plan, with the same principle of SMS verification, online payment, tracking code and authenticity check.
  • Area calculation (Calcul de contenance): online ordering, for a title or a registration application, of a document relating to the area (surface) drawn up by the cadastre department.
  • Cartography: purchase of topographic maps, city maps and atlases.
  • Online forms: application for a duplicate of the land title, application for a copy of a document, application for boundary marking or for boundary marking to be redone.
  • Chikaya: the Agency's complaints platform.

The 2018 decree also provides for a service for consulting the guide to market values of properties, which serves as the basis for calculating land registry fees (Article 27); the home page mentions a « Référentiel commun des prix » (common price reference).

We did not find, on the official website, any public geoportal for consulting plots, any online appointment booking or any mobile application presented by the Agency. Be wary of applications or websites that claim its name. On the difference between a cadastral plan and a topographic plan, see our cadastral plan guide.

Paying land registry fees online

The website offers a « Paiement des droits de la conservation foncière » (payment of land registry fees) service intended for individuals. After identification and selection of the land registry and filing concerned, it displays the amount to be paid and a « Fatourati » reference, to be used on one of the authorised electronic payment channels.

According to press articles from March 2025 (Le360, EcoActu), a circular from the Agency made electronic payment mandatory from 14 April 2025 for filing and entry applications submitted to the land registry.

The amount of the fees depends on the operation and the scale in force; it is not set by the payment service, which merely collects what has been assessed by the land registry.

Areas reserved for professionals

The ANCFCC website gives access to four professional areas: Cadastre and cartography (for surveying engineers), Land registry for notaries, Land registry for adouls, and Litigation for the Agency's lawyers.

The 2018 decree provides that, through these areas, professionals may in particular file entry applications, file technical topographic files, pay fees, consult land and cadastral databases and obtain copies of documents. Each professional signs an undertaking and uses a personal account, for strictly professional purposes (Articles 31 to 33). According to Le360, since September 2021 notaries have filed their files with the land registry exclusively digitally, with an electronic signature.

For you, this means that a sale at the notary's or a technical file filed by your surveying engineer already goes through the electronic channel: you do not have to do it yourself.

What these services do not replace, and a few precautions

Online services make it easier to get information and to make certain applications. They do not replace:

  • A visit to the land registry: under the 2018 decree, when an entry application is not supported by deeds drawn up electronically, the applicant is invited to attend in person to produce the originals (Article 13). Collecting a duplicate is also done in person, after proof of identity (Article 21).
  • The drafter of the deed: a sale, a gift or a partition is drawn up by a notary, an adoul (notary under Islamic law) or an authorised lawyer, who then handles the entry.
  • The surveying engineer: a downloaded plan does not tell you whether the boundary markers are in place, nor whether a wall encroaches. For that, a measurement on site is needed (see our boundary marking guide).
  • Planning control: the certificate of ownership says nothing about what you can build (see our urban planning guide).

Where to find your numbers. The land title number, its index and the land registry concerned appear on the certificate of ownership, on the duplicate of the title if there is one, and generally in the deed of purchase or partition. The registration application number appears on the receipt issued when the registration application is filed. Copy them exactly: an error in the index points to a different property.

Security. Type the address www.ancfcc.gov.ma yourself or use its official links; never pay an « intermediary » who promises a faster certificate or a « title consultation » on another website. The code received by SMS is personal. For any question about the e-services, the ANCFCC gives the numbers 05 30 14 14 14, 08 00 00 29 29 and 08 00 00 20 16, and the Chikaya platform for complaints.

Example: a buyer in Fez orders the certificate of ownership of the land they are considering buying themselves, checks its authenticity online, then has the boundaries checked on site before signing. If you need this last step, Ellipsoide can take care of it: see Buying land.

Frequently asked questions

Can you request the certificate of ownership for land that does not belong to you?

The online form asks for the applicant's identity and the title references; it does not ask for proof of any right over the property. The land register is based on a principle of public disclosure. In fact, the certificate is often requested before a purchase.

Is Mohafadati a paid service?

The registration page on the ANCFCC website does not mention any fee and does not ask for payment. We have not found any recent official text on this point: check on the service page when you register.

Does a downloaded certificate have the same value as a paper certificate?

Yes. Article 4 of Decree No. 2-18-181 gives certificates issued by the electronic platform the same legal value as those drawn up on paper. Their authenticity can be checked online using the reference and code they bear.

How can I track a registration application online?

The « Publicité foncière » (land registration notices) service lets you consult the extracts of registration applications and the notices of completion of boundary marking published by each land registry. For the details of the file, contact the land registry concerned or the surveying engineer who drew up the technical file.

I live abroad: what can I do remotely?

Order a certificate of ownership or a plan, register with Mohafadati to be notified of formalities on your title, consult land registration notices and pay certain fees. The deeds themselves (sale, power of attorney, partition) go through a notary, an adoul or a consulate, depending on the case.
