Who we are

A Fez firm, headed by an engineer registered with the Order.

Ellipsoide (ELLIPSOIDE SARL AU) was founded in Fez on 14 October 2004. Its managing director, Ali Oufrid, is a surveying engineer who graduated from the Hassan II Institute of Agronomy and Veterinary Medicine (IAV), registered on the roll of the National Order of Surveying Engineers (ONIGT) under No. 65/2004 (check on the Order's website).

Before founding the firm, he spent some twenty years in the land registry, cadastre and mapping administration (today the ANCFCC), including five years as head of the Fez cadastre service. He is also registered as a court expert with the Fez Court of First Instance.

  • Plans intended for the authorities are personally signed by the engineer registered with the Order
  • A team of technicians and operators for fieldwork, computation and drafting
  • GNSS, total stations, laser scanners, and a drone when the project justifies it

Area served

Fez, Meknes, Sefrou, Taza, Ifrane and the whole region.

For individuals and professionals, we work throughout the Fez-Meknes region: Fez and its surroundings, Meknes, Sefrou, Imouzzer Kandar, Ifrane, Taza and the region's other municipalities. For public contracts, we work anywhere in Morocco.

Our public contracts reflect this presence in the region: surveys of cadastral cases in Taza province since 2005, in Sefrou and in Karia Ba Mohammed, and subdivisions and technical files for the Fez, Meknes and Taza cadastre offices.

  • Fez: the firm's head office; spot-height plans, roads, subdivision, forest domain
  • Taza: surveys of cadastral cases for the ANCFCC, Saka forest
  • Sefrou: survey of cadastral cases, collective land registration, Ribat El Kheir
  • Meknes: subdivisions and technical files for the cadastre office
  • Imouzzer Kandar and Ifrane: surveys, boundary marking and land files for individuals and professionals
  • All of Morocco: public contracts (geodesy, cadastre, large surveys)

Distance and access to the site are among the factors taken into account in the quotation.

Local procedures

In Fez, who does what in your file.

The surveying engineer measures, marks boundaries and draws the plans; decisions belong to the authorities or the court. Here are the offices you will deal with, and our guide for each.

  • Titles and entries

    The land registry

It keeps the register of rights: titles, applications, entries. In Fez, the list on the ANCFCC portal shows in particular the “Fès” and “Fès Zouagha” registries: choose the one where the title is kept.

The ownership certificate can also be ordered online: see the ANCFCC's online services and Mohafadati.

  • Official plans

    The cadastre service

Each land registry works with a cadastre service, which checks the plans and keeps the cadastral map. The technical files we prepare (reinstating markers, plot division, registration) are filed there for checking and approval.

See which plan for which purpose.

  • Building, dividing

    The municipality

Building and occupancy permits are issued by the president of the municipality; applications are filed online on Rokhas. Authorisation to divide land also lies with the president of the municipal council.

    See building permits and subdivision.

  • Planning rules

    The urban agency, soon regional

It issues the planning information note, which states what may be built on a plot. Law No. 64-23 creates one regional planning and housing agency per region, which will replace the urban agencies within its area: until then, the urban agency remains the point of contact.

See our planning guide and the news on Law No. 64-23.

  • Disputes

    The Court of First Instance

Objections not withdrawn during a registration are referred to the Court of First Instance. A court-ordered expert report is ordered by the court and entrusted to a registered expert; Ali Oufrid is registered as a court expert with the Fez Court of First Instance.

See land expert reports and land registration.

Frequently asked questions

What people ask us in Fez.

Do you work in Meknes, Sefrou, Ifrane or Taza, or only in Fez?

For individuals and professionals, we work throughout the Fez-Meknes region, including Meknes, Sefrou, Imouzzer Kandar, Ifrane and Taza; for public contracts, anywhere in Morocco. Access to the site is one of the factors taken into account in the quotation.

I live abroad: do I need to come to Fez to start the assignment?

The first contact can be by phone, by WhatsApp or through the quotation form, where you can attach your documents (title, deed, plan, photos). We study them and send you a written quotation. If you cannot be present on the day of the fieldwork, tell us at the first contact so that we can organise the assignment with you.

Is my title held at the “Fès” or the “Fès Zouagha” registry?

A single city may have several land registries: in Fez, the list on the ANCFCC portal shows in particular “Fès” and “Fès Zouagha”. The same title number at another registry refers to another property, or to nothing. Use the registry name exactly as it appears on your documents; if in doubt, send them to us. Details in our Mohafadati guide.

How much does a topographic plan or boundary marking cost in Fez?

There is no official tariff: under Law No. 30-93, fees are freely agreed, provided they are fair and measured. The price depends mainly on the service, the area, the terrain, access, the state of the documents and the deliverables. We provide a written quotation that separates our fees from the charges collected by the authorities. See fees.

Can you carry out an expert report for the Fez court?

Ali Oufrid is registered as a court expert with the Fez Court of First Instance. A court-ordered expert report is ordered by the court, which appoints the expert; an amicable expert report, on the other hand, can be requested by one party or both. See land expert reports.

Do I need a topographic plan for a building permit in Fez?

The file set by joint order No. 337-20 includes, among other things, an ANCFCC plan or a topographic survey, together with the architect's plans. The permit is issued by the president of the municipality, on an application filed on Rokhas. See building permits and the topographic plan.
