Paying land registry fees online (ANCFCC)

You have filed a request at the land registry office and been told to pay "on the website". This guide explains which service to use on www.ancfcc.gov.ma, what to prepare, how to get the Fatourati reference, which receipt to keep and what to do if something goes wrong.

Key points

  1. Fees for a request filed at the land registry office (registering a deed, releasing a mortgage, etc.) are paid on the "Paiement des droits de la conservation foncière - Public" service of the www.ancfcc.gov.ma portal.

  2. You need the filing receipt: the registry office and the "year / reception order" number shown on it, and the identity of the person who filed, exactly as written.

  3. The service does not take the money itself: when the request is ready for payment, it shows the amount and a Fatourati reference, to be paid through one of the authorised channels before its expiry date.

  4. The certificate of ownership, the cadastral plan and the area calculation are paid separately, by bank card, within their own services.

  5. Keep three documents: the filing receipt, the Fatourati slip and the payment receipt (quittance); the filing receipt does not replace the payment receipt.

  6. The only official entry point is www.ancfcc.gov.ma: nobody needs to charge you for "a reference" or for "processing fees" online.

Which fees can be paid online, and on which service

Land registry fees (droits de conservation foncière, وجيبات المحافظة العقارية) are the sums collected by the National Agency for Land Registry, Cadastre and Cartography (ANCFCC) to register a deed on a land title or to issue a certificate, a copy or a plan. Their amount is set by the schedule of land registry fees (Decree No. 2-16-375 of 18 July 2016, as amended). On the portal, several services collect fees, each for its own purpose:

  • A request filed at the registry office (registering a sale, gift, partition or inheritance, releasing a mortgage, cancelling an entry, etc.): the "Paiement des droits de la conservation foncière - Public" service (أداء وجيبات المحافظة العقارية - العموم), "Payer" button. This is what this guide covers.

  • A certificate of ownership

the "Certificat de propriété" service, "Commander" button. Payment is made within the form, by bank card. See our guide to the certificate of ownership.

  • A cadastral plan or an area calculation

services of the same name, each with its own order and payment.

  • Filings by professionals (notaries, adouls, surveyors): their professional portals, which also allow them to pay fees.

Watch out for a look-alike: the neighbouring block "Plateforme électronique de dépôt des factures des fournisseurs" is for companies that invoice the Agency. It is not for paying fees.

For an overview of the other online services, see our guide to ANCFCC online services. For alerts on your title, see Mohafadati.

Before you start: what to have at hand

The payment service finds your file from what was recorded at filing. Everything must therefore match the receipt issued by the registry office, the "receipt for documents filed for examination" (وصل إيداع وثائق من أجل الدراسة). The sample published in the service's help shows where each item appears. Have ready:

  • The registry office where the request was filed, to be chosen from the list. In Fez, the list has both "FES" and "FES ZOUAGHA": choose the one printed at the top of your receipt.

  • The year and reception order number (الرقم الترتيبي), i.e. the number given to the request when it was received. On the Agency's sample it is written as year/number (for example "2025/130").

  • The identity of the person who filed (واضع الوثائق): surname and first name in Latin and Arabic script, type of ID (national ID card, passport or residence card) and number, as shown on the receipt. The form explicitly asks for the "personal information of the depositor": if a relative filed for you, enter their details.

  • A phone number

the field starts with the Moroccan code +212, which cannot be deleted. A Moroccan living abroad will therefore need a Moroccan number.

The form warns that all data must be complete and correct, or the request will be rejected. Decree No. 2-18-181 of 10 December 2018 on the electronic management of land registration operations also makes the applicant responsible for the accuracy of the data provided online (Article 9).

Watch out

The filing receipt also shows a deadline to pay the fees or collect the documents (التاريخ المحدد لأداء الواجبات أو سحب الوثائق). Note it on the day you file: the registry office sets it file by file.

Paying step by step

This is the sequence as it appears from the service's page, checked on 6 November 2026. We have no real file to pay: the screens after data entry are described from the labels found in the page, with no guarantee as to their exact layout.

  1. Type www.ancfcc.gov.ma yourself. In the "Services en ligne" block, find "Paiement des droits de la conservation foncière - Public -" and click "Payer". The page is titled "Service de suivi et paiement en ligne" (online tracking and payment service).

  2. Enter the depositor's identity, the phone number, the registry office and the "Année / Ordre de réception", then the security code (captcha) shown on screen.

  3. Tick the box accepting the legal notice and move to the next step.

  4. The service shows the status of the request. The planned labels include "procedure under examination" (إجراء في طور الدراسة), "ready for payment" (جاهز للأداء) and "rejection / rejection confirmed" (رفض/تأكيد الرفض). A formality may also be flagged as exempt (معفاة) or free of charge (مجانا).

  5. If the request is ready for payment, the service shows the formality, the property reference, the total amount due (المبلغ الواجب أداؤه) and offers to generate a Fatourati reference (مرجع فاتورتي), with its expiry date.

  6. Write down or copy the reference, download the Fatourati slip, then pay through one of the authorised channels before the expiry date.

  7. Then return to the same service with the same details: a paid request shows the payment date, the reference and the payment receipt (وصل الاستخلاص), downloadable as a PDF.

If the request is still under examination, there is nothing to pay yet: come back later. The amount is not calculated by the website; it results from the assessment made by the registry office under the fee schedule. To estimate the costs of a purchase in advance, registry fees included, use our purchase costs calculator.

Example

Example: you filed in person, at the Fez registry office, the mortgage release your bank gave you. With your ID card and the receipt, you select the "FES" office and enter the reception order number. While the status says "under examination", you wait; as soon as it switches to "ready for payment", you generate the reference and pay before it expires.

Accepted means of payment

The 2018 decree provides that fees are paid by any electronic means of payment adopted by the Agency and set by decision of its director (Article 36). On the portal, this translates into two circuits:

  • For a filed request: the Fatourati reference. The service states: "Veuillez utiliser l'un des canaux de paiement autorisés muni de votre référence Fatourati" (please use one of the authorised payment channels with your Fatourati reference). Fatourati is the "multichannel" bill payment solution of the Interbank Monetary Centre (CMI). Once the reference is generated, the page is designed to display the list of accepted channels, with a link to each.
  • For a certificate of ownership (and similar orders): bank card, the only method offered in the form, after the phone number is checked by SMS code.

We do not list here the banks or networks that accept ANCFCC references: no stable list is published, and the service displays it at the time of payment. If your bank cannot find the reference, try another channel from the list rather than paying some other way.

If your notary or adoul filed the deed through their professional portal, payment normally goes through that portal: ask them for the receipt rather than paying a second time yourself.

The receipt: which one to keep, and why

Three documents follow one another and do not replace each other:

  • The filing receipt issued by the registry office. It proves the request was filed and shows its reception order number. It states itself that it does not replace the payment receipt and must be produced when paying or collecting documents.

  • The Fatourati slip, downloadable once the reference is generated. It shows what to pay, and by when.

  • The payment receipt (quittance, وصل الاستخلاص), which proves payment. It is downloaded from the same service once the payment is recorded.

The 2018 decree gives payments and documents issued by the electronic platform the same legal value as their paper equivalents (Article 4). Save the PDF receipt and print it, along with your bank's proof. The fee schedule even sets a fixed fee for a duplicate receipt (10 dirhams in the version published by the Agency), which shows the receipt matters.

Paying does not mean the deed is registered. Entry on the title remains the registrar's decision after examining the file. To find out where the request stands after payment, see our guide to tracking a land registry file.

Is electronic payment compulsory?

The legal framework is set by Decree No. 2-18-181 of 2018: payment by the electronic means adopted by the Agency (Article 36), with gradual entry into force on dates set by decisions of the Agency's director (Article 39). For the certificate of ownership, Article 14 already requires electronic payment when the request is made online.

For requests filed at the registry office, the press (Le360, EcoActu, March 2025) reported that a circular from the Registrar General made electronic payment compulsory from 14 April 2025 for filing or registration requests recorded in the register of documents filed for examination. We did not find the text of this circular on the Agency's portal. The sample filing receipt published by the ANCFCC, for its part, states that electronic payment is made on www.ancfcc.gov.ma.

In practice: assume you will pay online, and ask the registry office when filing whether any other option exists for your case.

Failed payment, expired reference, double payment

  • "Veuillez vérifier les informations saisies" (please check the details entered): usually, the reception order number, the registry office or the identity do not match the receipt. Go through them one by one.

  • "Merci de bien vouloir contacter le service compétent" (please contact the competent department): the service cannot handle the request online. Go to the registry office where you filed.

  • The site shows a maintenance message

it happens. Try again later, keeping an eye on the deadline on your receipt.

  • The reference expired before payment: return to the service with the same details and see what it offers. If you have already generated a reference that same day for this filing, it says so; if no new reference can be obtained, contact the registry office.

  • You paid but no receipt appears

keep the bank's proof (date, amount, reference) and do not pay again. Check the service later; if nothing changes, contact the ANCFCC e-services or the registry office, proof in hand.

  • You paid twice

gather both proofs and the receipt, then go to the registry office or file a complaint on Chikaya. The Agency handles "requests for refund of fees wrongly collected" (it mentions them in its legal notice); ask the registry office how to apply.

A rejection does not entitle you to a refund: under Article 2 of the decree setting the fee schedule, fees collected remain the property of the Agency whatever the outcome of the formalities requested. Read the reason for a rejection carefully before filing again.

Fake sites, middlemen and official contacts

Searches such as "ancfcc paiement en ligne" bring up pages that are not the Agency's. A few simple rules:

  • The official service is on ancfcc.gov.ma and nowhere else. Check the address in the browser bar before entering anything.
  • The Fatourati reference is generated by the service itself, free of charge. Nobody needs to sell it to you or charge "processing fees" to produce it.
  • The amount shown is the one assessed by the registry office. Be wary of a third party quoting a different amount or asking for a transfer to a personal account.
  • Do not pass on the SMS code or your card details to someone who will "take care of everything" by phone or messaging app.

For questions or problems: the ANCFCC e-services on the numbers shown on the portal (05 30 14 14 14, 08 00 00 29 29 and 08 00 00 20 16), the Chikaya complaints platform ("Réclamer" button on the portal), or the registry office where you filed.

Payment and registration are matters for the registry office; drafting the deed is for the notary, adoul or lawyer. If the file runs into a question of the land's boundaries or area, a chartered surveyor (ingénieur géomètre-topographe) can help: that is Ellipsoide's work in Fez and its region.

Frequently asked questions

What is the official address for paying ANCFCC fees online?

The service is on www.ancfcc.gov.ma, "Services en ligne" block, under "Paiement des droits de la conservation foncière - Public -" ("Payer" button). Do not use a link received by SMS or found on social media: type the address yourself.

I don't have a reception order number. Can I still pay?

No: the service finds the request from the registry office and the year / reception order number on the filing receipt. Without a filing, there is nothing to pay. If you have lost the receipt, go to the registry office where the request was filed.

Can I pay cash at the registry office counter?

The 2018 decree provides for payment by the electronic means adopted by the Agency, and the press reported that electronic payment became general from 14 April 2025. We found no published official text stating this for every case: ask the registry office when filing.

I've paid: is my deed registered on the title?

Not necessarily. Payment is one step; registration is still decided by the registrar after examination. To check the title after registration, order a certificate of ownership; to be alerted to changes on your title, sign up for Mohafadati.

My request was rejected. Will I be refunded?

As a rule, no: the fee schedule provides that fees collected remain the Agency's whatever the outcome of the formality. A payment made twice or by mistake is a different matter: it calls for a refund request, to be raised with the registry office or through Chikaya.

I live abroad. Can I pay from abroad?

The form requires a Moroccan phone number (+212). The payment channels are those listed by the service when the reference is generated; check with your bank whether it can settle a Fatourati reference. Otherwise, a relative in Morocco can pay with the reference and send you the receipt.
